Technobabble challenge accepted! In trauma, the normal response of monocytes and endothelial cells activate the coagulation cascade. In the case of the Jem'Hadar energy weapons, the energy pattern disrupts local monocyte and endothelial cell action, meaning that the trauma remains unhealed (and, without artificial coagulant factors) unhealable. The effect is not systemic, meaning that a second wound received at a different site would not be disrupted in the same way.
