12:53 P.M. - DEBATE - The Committee of the Whole proceeded with 15 minutes of debate on the Hinchey amendment.
Amendment offered by Mr. Hinchey.
An amendment to prohibit any funds made available in the Act to the Department of Justice from being used to prevent the States of Alaska, California, Colorado, Hawaii, Montana, Nevada, Oregon, Vermont, or Washington from implementing State laws authorizing the use of medical marijuana in those States.
1:38 P.M. - POSTPONED PROCEEDINGS - At the conclusion of debate on the Hinchey amendment, the Chair put the question on adoption of the amendment and by voice vote, announced that the noes had prevailed. Mr. Hinchey demanded a recorded vote and the Chair postponed further proceedings until later in the legislative day.

I live in [city], and I understand that my representative needs to decide today how to vote on the Hinchey-Rohrabacher medical marijuana amendment to the Science-State-Justice-Commerce bill. I'm calling to ask for a vote in favor of the amendment."
