Great mysteries of life number 1285:

As with all legislation produced ever, the rules for council tax in scotland are twice as long and three times as difficult to understand as the rules in england and wales. What is the cause of this? Did the same people draft the legislation? Was it because they finished over 6 months of intensive work getting the rules for for england done, and then only remember they were supposed to do scotland as well 3 hours into the celebration party? Did they get tipsy, and decide not just to change every reference from england to scotland and have done, but to also add (neatly, between clause 3 and clause 4) a santa clause? Did that extend to about 12 pages and fail to stop short of calling all residents of scotland dreadful council house plebs and craven sheep fuckers, sorry farmers?

And in all this, how the fuck did they come to the conclusion that me living with the owner when not a student means that she has to pay, and not me? And should I in fact be complaining? And finally, why is it that if you get sent to jail for not paying council tax in england, you are not exempt from paying council in scotland, but if you get sent to jail for not paying your scottish council tax you are?
