So, the end result
Thanks for the advice from 2 days ago concerning what to do with my Pink Pummeler friend.
We went with a normal pair of gloves and Halloween (fetish) boots. We used craft acrylic, and I put on tons of thin coats.
Remember that both the boots and the gloves were black when I started, and I had less than 24 hours to make this costume for my friend. In the end, we had a groupie ditch us for another party, and our cowboy minion got a migraine. And our original Penny became a groupie after she realized that she already dresses like Penny, and therefore wouldn't be recognizable.
(Also, I've included a picture of all of us at the end. I was referred as the "Hammer guy" or "Tool man" by people who hadn't watched the show *sigh*)
