It seems modern government, in this country at the least and seemedly some others, is designed to kill clan culture. "make everyone the same" (ie gender/race balancing in schools, workplaces et al). So that they cannot find their clan or whatever you want to call it; those they identify with, the extended family, the village. So that they have no base of strength from which to pull and organize. Make their focus not people and family/extended family.
Even differing clans in history came together against common oppressors. But they each had their solid base to build outward towards others' bases to do so. It's much easier to join groups of people than to try and gather everyone individually.
Break the people apart, fragment them... and you will own them. Make the groups that do still exist so large that no sense of family is had, and make these groups think the other is the enemy.
Yet another reason (albeit one of the more obscure ones) to say no to globalization and gentrification.
None of this is a new concept... simply growing more pervasive as this all progresses.
