Made in Photoshop 7.0, use of selective color involves but this is optional.
Is translatable.
I used

Step 1:
Crop, resize and sharpen once.
Step 2:
Duplicate your base and set it to Screen 100%
Step 3 (optional):
This step involves Selective Color.
Go to Layer >> New Adjustment Layer >> Selective Color and use the following settings:
Yellows: -100 +38 -42 0
Blues: +100 -86 +100 +100
Magentas: -100 +33 +100 +34
Whites: -100 -21 -50 -23
Blacks: +100 +100 +100 +100
Step 4:
Go to Layer >> New Adjustment Layer >> Hue/Saturation and up the saturation to +15

Duplicate your base, drag it to the top and set it Screen 70%

Step 6:
Add
this gradient (by ??) and set it to Color Burn 29%

Create a new layer, floodfill it with #4FAEFF and set it to Saturation 50%

Create a new layer, floodfill it with #FFD8F2 and set it to Soft Light 40%

Step 9:
Add
this gradient (by
elliptica)and set it to Soft Light 60%

Add text/brushes. I wrote 'Bad Girl' with the font
Nerdproof at 16 pt in white (#FFFFFF) and I duplicate the text once.
