Firstly, let's look at the only factor likely to influence the government: cost. When I moved here, I had no bins provided. I called the council, who told me I'd need two bins - a black one for trash and a red one for recycling. I asked them to send me one of each ASAP. I was told the black one would take about a week, the red about 6 months, and it'd cost me £40. £20 per bin, I asked? No, I was told; that's £40 for the black bin, the red one is free.
£40 for a plain black plastic bin. God only knows how much one with a chip holding my identification and address would cost.
The first thing that happened to my waste bin when it arrived was someone stole it. True, I left it on the street; but with no front or back garden and no space in the designated bin and cycle store, I didn't have much choice. After waiting months for a recycling bin, my next-door neighbours at 1c decided to claim it as theirs. I've only recently claimed it back - and they still fill 2/3 of it each fortnight with their stuff.
Since there's no room in the bin and cycle store, my bins still live on the street. They're used by the general public daily, and often incorrectly (with recycling going in the rubbish bin and vice versa) - despite them being clearly labelled "trash" and "recycling", different colours (black and red, so no colour-blind excuses here) even though there's a public bin on the corner (and yes, I do live at number ONE).
I'm about to move into a block of some 70+ flats. All our bins are kept in the same storage room. Anyone else seeing this problem before I say it? Ah yes. When one has filled one's own bin, one can simply use someone else's.
