It is with some alarm that I read your announcement about mandatory internet filtering.
You are quoted as saying: "If people equate freedom of speech with watching child pornography, then the Rudd-Labor Government is going to disagree."
This is a disappointing statement that I would expect of the Howard government. Your inference is that anyone who disagrees with you is a pedophile who watches child pornography. A clumsy tactic to stifle debate on a topic that sorely needs it.
The topic sorely needs debate because you are operating from an uninformed position if you think that any kind of content filtering actually works. A sensible investigation of filtering technology is available here:
http://www.dansdata.com/pornsweeper.htm Essentially filtering operates via keywords, blacklists or image analysis - keyword and picture scanning is clumsy because a computer cannot decide what is objectionable - computers cannot make moral judgments, they can only make decisions based on thresholds such as the number of flesh colored pixels in an image or instances of blacklisted words. You would filter some porn, but you would also filter images of the Mona Lisa and athletics events.
Blacklists are an expensive game of whack-a-mole. The internet consists of billions of pages - a organisation the size of Google can barely catalog it, do you really think the Australian government could make a list of what sites are appropriate or not? If you do then you should familiarise yourself on the size and rate of change of the internet. It is an impossible task.
The firewall of China is known to be easily circumvented, as published in mainstream publications such as New Scientist. ISP level filtering does not work, it is a fundamentally flawed concept. If the Labor government is going to go down this road then it is either the victim of slick sales pitch by a dodgy software developer or trying to score political points by delivering nice sounding things that don't actually achieve anything.
I have no idea which is the actual reason for your mandatory internet filtering policy. I do know that it will be a very expensive piece of folly that will lose the Labor party my continued support.
