I wouldn't worry about CAS. or the dirty looks, those people just weren't kissed enough when they were little.
At work we encourage cheek kissing, and explain that mouth kissing can spread germs from our noses or mouths. This seems to go over well with everyone from the toddlers to the kindergardteners. We especially empahsize that we love getting kisses on the cheek all the time, and as many as they'd like to give.
There are a few curious and exploratory kids in the preschool/ kindergarten room who have been 'kissing on the tongue' with each other. We kind of sidestep the issue by saying that kind of stuff isn't appropriate for daycare, its for home, and just simply redirect the kids to different activities or behaviours where we can supervise. We emphasize the hugging and cheek kissing that is appropriate, and then kind of leave the other kinds of kissing off the table, so to speak. I guess I'm writing this to point out that the dirty- look givers are crazy if they think its weird for a 3 year old to smooch mommy.
