College is already funded heavily by government in many places, either by the federal government or by states/provinces/counties/cities. So I think the question is, is there anything wrong with the system already in place.
I think the only thing wrong with the current system is that we should simply do it more. In the United States the state governments are generally the ones that provide education, yet even state schools could be less expensive. The United States federal government spends as much money on our military as almost the entire rest of the world put together. It is an absurd amount of money. If the U.S. took a fraction from it's military budget, there would be plenty to fund education.
As long as everyone is able to receive education it is fair. Reducing the initial cost of education only makes it more fair. If someone decides not to use it that's up to them, like many other things the fact that they chose not to use it doesn't mean it isn't fair.
If the government wants to make earlier education more efficient so that the same things aren't taught over again later because they weren't taught succesfully in the first place, then that only makes sense.

Why? Why pay for middle and upper class kids to go to school by taxing the working lower class?

But the US is constitutionally tasked with military matters. Why not just scale it back and give tax cuts to the masses?

It's not fair to those taxed who do not need the benefit. This isn't an emergency service that we all agree is needed, but hopefully not needed. It's certainly not fair to people who would be taxed to educate someone who then makes much more than those who were taxed.
