[Locked from Harry Potter/Visible to 11-12]

I need to speak to those in possession of World Hops, if you are willing. I am trying to prove -- or rather disprove -- a theory. To date, I have discovered two worlds that I am having difficulty accessing. I don't believe it's a problem with just your device, Mr. Tuesti. There was also a short period of time within my own world when travel to and from Inaba was made impossible by the fog. Perhaps there is some underlying cause as to why certain worlds restrict movements of persons entering or leaving?

For what it's worth, I am also disinclined to blame the device, Detective Shirogane. But as our machines share technology, it would be best to test all the variables before eliminating causes.

Unfortunately, the only shared denominator between these worlds seems to be the Community.

I visited 11-12's world recently, and he informed me that it was impossible to leave his own world. If he's willing to participate in an experiment, I could attempt to transport him from his own world, just to see if it's due to some fault in our devices. But then we'd need another world-hopper to volunteer as a control in order to confirm your hypothesis.

There was also a period in time when travel to Shinji Ikari's world was restricted, as well. Several times, in fact, all during the same period of time, that of the Third Impact. In my world's case, it was probably due to the influence of Izanami, whereby she didn't want outsiders interfering in the course of events. In Ikari-san's world, however, it could have been due to temporal disturbances in the atmosphere itself during the time of Third Impact.

My understanding is that many others have tried. But I believe he would be willing to have you attempt it as well.

Interesting. And yet, transport to and from his world is not restricted -- only for him.
