[(Another) Accidental Video]

[The video cuts in part way through a conversation between two people on either side of a long room, devoid of any doors and windows. The only source of light is a large screen occupying most of the opposite wall. The person closest to the video is a woman with reddish-pink hair and violet eyes in an unusual outfit. This is the Major once again masquerading in the form of her Chroma image. The other is a man whose face is obscured, the light coming from behind his head, who laughs mechanically when the video starts. The voice that follows should be recognizable to Batou and Togusa as that of Gohda.]

I'm not interested in things like that now. I realize what my role is, and it's to be the producer of that hero. My purpose is to create an activist who will represent the unmotivated and fulfill the desire of the people. One who will give them what they crave for but are unable to put a voice to.

Shangri-La is a result of consumption, isn't this Japan as it was in the Cold War?

[Gohda says nothing and Chroma's expression remains unchanged.]

Well then, I'd like to know who this hero is that you say you're producing for society. [She pauses, a subtle change in her expression matching her demanding tone.] Is it the Individual Eleven?

[Once more Gohda remains silent at the question posed to him. There's a stare down between Chroma and Gohda for a minute until a small Tachikoma appears out of nowhere and hovers at waist height. Gohda makes no remark of it.]

Major! They've spotted our break-in!

Understood. [She doesn't look at the Tachikoma to answer, so she continues her interrogation.] You're trying to manipulate and direct the thinking of the general public by setting up the refugees as an imaginary enemy of the state. An easy target. Am I right?

It's necessary to guide the peoples' thinking, as is bending the law in order to do that. The end justifies the means, as they say. This theory applies equally to terrorists and democratic nations.

You're telling me that the public consensus is to get rid of the refugees?

Humility is the chief virtue of our citizens.

[The Tachikoma flails around, its tone a bit more urgent.] Major!

I heard you. One last thing. What about Public Security Section Nine?

Ah yes, what about them? [His face twists into a horrible-looking smile.] The cycle of hatred based on absence can't be broken now. I expect that they'll straddle the line between the will of the people and their own sense of justice, gnashing their teeth all the while.

Major! You'll be in trouble if you don't log out right now!

[The only response Chroma gives is a slightly annoyed expression. The video cuts off a few seconds later as Chroma and the Tachikoma dissolve into data fragments.]
