That is... Serpent. He's the head of Slither, Inc., which helps to develop and protect the area. I don't recognize the others with him, though..

No... No, it wouldn't. He's been somewhat... secluded lately, but Slither Inc. is still doing what it's always been doing, for the most part. At least, it's done nothing that's caught the Guardians' attention.
