Its date is based on Easter Sunday. Easter Sunday is the Sunday after the ecclesiastical (not astronomical) full moon after the vernal equinox. Vernal Equinox is the day when day and night are to almost both 12 hours long. That is usually the 21st of March.
Ash Wednesday is 40 days before Palm Sunday. or 46 days before Easter Sunday.
This year, Ash Wednesday falls on February 6. It last fell on the earliest possible date, Feb 4, in 1818. The next time that will happen again will be in 2096.
