Yes I know what civil unrest means.

However, the way it seems, rumour or not: there's two factions who ultimately have to kill each other and destroy key locations. Obviously one side will be defending the locations, one side destroying them. When buildings and things start going down, it gets upgraded from civil unrest to all out war. Civil unrest is where people are antsy and someone may or may not shoot someone else.
