As far as this law goes, it's as much about politics as it is about stupidity and greed.
This isn't going to do anything, and the Vohemaro government knows this. Or, at least, I hope they know this. By invoking this, the Vohemaro government is giving the illusion that it's doing something, even though it's clearly not. There are some closed minded fools who will believe this is actually progress. While it's obvious that this won't do anything except stir up civil unrest, there are those who have been pushing the government to do something, and they are the ones who are willing to support and believe this.
As long as it doesn't target them, of course.
At the very least, the government is buying time until they can find a way to blame this on Ivona.
