The tie bit is, if I recall correctly, a chain with a sc worked into each link. It's not attached; I just made a chain that looked about 50% longer than it needed to be, worked a sc into each chain, and then threaded it through the gaps and tied. (I don't remember how long the chain was.)
How far up does the mesh on the sides go? Look at the picture. It goes about halfway up the fishnet on the sides. (It's been a while; I don't remember exactly how far up I took it.) I'd suggest trying it on just before you add the mesh, and marking with a safety pin how high you want it to go.
I realize that this is an old pattern, but I had a couple of questions.
1. What is the tie part, and how is it attached? It looks too thick to be a chain.
2. For the "*ch 3, 2 dc*" rows along the sides, how far up do those go?
