Did this for the past two years. Just printed a permission letter and scanned my License and Post Card onto the letter and emailed to friend. Worked like a charm. :)
From the reply above it looks like the actual card is needed, but I called the DC office to make sure.
They need the permission slip and copy of ID and either the actual postcard, a copy of the postcard, or a copy of your email registration confirmation.
They did say to be sure that the barcode copies well because they'll attempt to scan it. I'd say if you're not sure, send the post card as well.
Last year my husband went to Publix (and back!) while I waited in the registration line of DOOOOOOM and I thought we might do something similar this year. I was wondering the same thing, thanks!
