It wasn't that Draco particularly cared for many of the ultimate victims of the Burning Man serial murders. And it wasn't that he particularly cared for getting revenge for the survivors. As she crossed to her street, she took sight of the smoke billowing above her. Her brow furrowed, her hand reaching for her wand in the inner pocket of her wool coat. A flash of the burning church crossed her mind, pulling her back to that moment where Daphne and Pansy were trapped inside. Her walk quickened as she began to hear stifled cries.
The fires were tremendous, hitting nearly the entire block.
"Bloody hell-" she croaked, the black smoke wafting through the air beginning to scratch at her throat.
And that was when she saw them- him and her pulse quickened.

"Get home. Now," he barked to Crabbe and Goyle, who left without another word looking rather satisfied.
Despite the cold, Draco began to slowly roll up his sleeve as he approached her.
People were starting to flood into the streets to escape their terrible fates. Unfortunately for them, that would not be the case tonight. Draco waved his wand and a force of air pushed them back into their burning homes. Their doors locked to their terrified and baffled screams.
He raised an eyebrow at Cecilia once he was only a few paces in front of her, "It's been awhile, my dear."

"What are you doing," she snapped, not bothering with niceties. "This can't possibly be your doing, Draco-"
She wanted to alert the authorities, get the Ministry here immediately but she also wasn't sure how to go about it without getting Draco angry. And if this was how he wanted to spend his Friday night-
She braced herself.

Draco's eyes narrowed at her comment. "Don't you dare take that tone with me," he said cooly.
His matching tattoo was exposed in the increasingly warming air. "Do you know my favorite part of our matching set?" He started to take a casual strides around the girl, circling her like a shark waiting for the perfect moment to pounce on it's prey.

"What do you want, Draco?" she asked, her eyes following him as he started to surround her.
There was something off about him, something a bit frightening. She'd seen Draco do damage before- but it was never of his own accord, always something he was told to do by either the Dark Lord or his father.

Perhaps a tease was in order. He placed the tip of his wand on his own mark, "Rictusempra."

She gripped at her wand.

A terrible grin grew on his face.
He ended the spell, giving her the chance to catch her breath, "Oh, Cecilia, for shame. Laughing in the face of the death of your neighbors. What they must think of you."

She lifted her wand into the air, shooting bright red sparks from it- knowing the Witch Watchers at the Ministry would take head and dispatch help to where she stood.
She rose to her feet, her wand lowering to point directly at Draco.
"I'm not letting you get away this time," she said, though her voice was still shaking. "Put out the fires now."

He was struggling with... something.
After a few moments of violent twitching, it seemed to have stopped.
He croaked out a laugh, "You think you can escape me? That there is help for you?"
Using a non-verbal spell, Draco disarmed Cecilia and caught her wand in the air with ease. "I don't think you're in any position to be telling me what to do, my dear."

She hesitated, then, as he straightened back up.
And before she knew, her wand was in his hands and she paled.
"What the hell is going on with you?" she asked, her voice shaking. "Draco- this isn't you-"
While she spoke, doing her best to distract him, she was silently repeating Accio Wand over and over again in her head, her hand reaching up toward him.
Soon, the wand shifted in his hand, shaking but not soaring like she would have wanted it to. Her wandless magic no where near strong enough just yet. But it tumbled from his hand just as sirens began to blare and she made a dive for it.

With the sound of the sirens around him, Draco appeared to look a little antsy, and not nearly paying as much attention to Cecilia diving for her wand as he should have been.
As they grew louder, his body convulsed again, and he was doubled over yelling in agony.

She brought herself back to her feet quickly, her wand at the ready as she watched him, her chest heaving as she tried to steady herself.
Everything was happening so quickly. The sirens were growing louder, neighbors rushing from their homes, playing good civilians and trying to help with the flames and here, Draco was doubled over in front of her.
"Draco-" she called out unsteadily. "Draco, I'm so sorry I have to do this- Stupefy!"

Draco was laying facedown on the pavement. There was nothing left to do but wait now.

Still, help of some kind arrived.
Just then, loud pops mingled with the sounds of sirens, blending into the blaring noise and Cecilia caught sight of brown robes.
"Here-" she cried out.
A man came running toward her, his brow furrowed as he took in the sight around them. As she tried to explain what she saw - mentioning Crabbe and Goyle most emphatically - she was stricken when she realized that they were taking Draco away.
"No- hold on- I need to explain something to you-" she said, but no one listened.
"Miss Jacobs, if you could sit tight- we'll be contacting you for questioning-"
And with that, they were gone.
