So why can't land be used in this example ? This is due to the mentality of property ownership in Western culture. Because man can own land, he has a vested interest in it's upkeep, (to a degree). However, rivers and other large bodies of water cannot be owned and proposed water regulation reflects this fact.
Talk about water regulation.

One would also think that because these rules discuss the distribution of water that they would also discuss the quality. (This proves man is superficial). However, man is very superficial. In his ability to undertake great project, he only looks at the immediate consequences and doesn't think about

Unfortunatly, like land, people think there is always more water.
