Duplicate the layer three times and set each to screen. Set the top screen layer to opacity 48.



Then add a new selective color layer:

Reds:
Cyan: -100
Yellow: +100

Yellows:
Cyan: -100
Yellow: +100

Greens:
Magenta: +100
Yellow: +100
Black: +100



Now make another selective color layer:

Reds:
Cyan: -21
Yellow: +21

Yellows:
Cyan: +40
Magenta: -40
Yellow: -100
Black: +30

Neutrals:
Cyan: +66



Then I just added some text (accidental presidency on free rotation of 5 degrees) and that's it :)
