If you have dogs that big, the least you can do is at least walk them/entertain them. =(

I've lived in some TINY, I mean TINY places with my GSD/Akita before. We once lived in a tiny, third story apartment when I traveled to Canada with absolutely no access to a yard. I'd have to walk him at least a half-mile twice a day just so he could go potty. But we went on walks and to the dog park regularly.

In college, I rented a room of a double-wide in a trailer park. We had a sliver of a yard but even so, dog park and trips to the mountains so he could run.

I currently live in a small double wide with Neko and another older GSD, but I have a HUGE yard. Plus my boys would rather sleep than run around a lot. But they still have access to it.

With the financial thing, yes, I agree. There was a time I was on unemployment but I bought dog food and afforded Neko's allergy shots and went many a nights hungry. But being a Vet Tech and a Groomer, I see it everyday. "Oh my dog has Parvo? I couldn't afford vaccines or treatment!!!" while they type furiously on their iPhone 4s or admit they just spent $800 on a 'purebred' Shihpoo.

...people anymore are born without logic....
