I can understand an owner caring for their dog's fashion, but spikes of that length would seriously concern me as far as safety goes. It's one thing to put it on your own neck, but spikes that long on a dog are freaking ridiculous.

Nope. Go to her journal. That dog (which she plans on breeding at some point) wears that collar in most of the photos.
