I'm so happy that you took the time to plot out what you liked about the story! I did want to give the characters more dimension and tried my best to make them act in a manner befitting the actual history of the nations they represent without compromising their personalities, and I am very happy that you think it worked. :)
I think one thing I wanted to consistently depict was that these two were teenagers on top of the world at that point in time, without much regard to consequence because, as experienced as they are, their personal decisions are also hampered by the emotionality and idiocy of teens (because seriously, we're idiots when we're teenagers). I also think (which I believe is reflected in Austria's character) that the nations are very in advisor roles to their leaders because their suggestions, while generally the best decisions in the long term, can easily be ignored for political purposes.
Anyway omg knowing who you are, read Smoke and Ash. It's half the length of this story and involves fem!Prussia 8)
