I reread every book I like multiple times, so the answer to this question is most books I've read. I suppose the winner is The Secret Garden by Frances Hodgson Burnett. When I was a kid I had to go back to China for the summer and it was the only book I had one year. I estimate I've read it at least 50 times.
Honorable mentions include the Harry Potter series (average reread count per book: 7), Ella Enchanted (probably 15), various Robin McKinley books, and I'm currently reading George R. R. Martin's ASoIaF series for the third time.
