Anyways, if you're interested in setting up a system like what we use on Earth, you have to get cops.. err, people who enforce the laws and protect people and.. stuff.. I don't really know where you'd find people like that, or how you'd interview them or whatever.
Four groups are already set up based on similar designs. The one problem is that they have no laws restraining them save what they place on themselves, due to Luceti being quite lawless.
I assume you're referring to the Blue Rogues and the SOS Brigade and whatever else there is here?
I think if you actually want to implement this new system, a way to abolish these groups and join them under a new group umbrella would be necessary.. Something new, and with rules... Man this isn't my thing.
