Rule I: Have a natural resource on or in your land that is of interest to the Western World. Trees don't count. They have enough trees. Dirt doesn't count for the same reason. Gold and Silver mines would work, diamonds are also good. Rubber trees can also be useful. If you've oil reserves, that's da money!
Rule II: Barring any natural resources, try to find any natural feature that you can turn into a tourist trap. Tall mountains are ideal, as are photogenic waterfalls. Extinct volcanoes will serve in a pinch. Exactly how many tourists would Nepal have if it were a flat plateau?
Rule III: Cultivate an educated citizenry. This will be useful when Western Corporations wish to outsource jobs. Kuala Lumpor and Malaysia did it - you can too!! If your average citizen thinks that sex with a virgin will cure him of AIDS, you have many miles to go to down this track. Westerners constantly complain that their jobs are being sent to Taiwan, India and S. Korea. They don't have these complaints about Zimbabwe, Somolia, Cambodia and Rwanda.
Rule IV: Think Long Term: Send citizens of your country to the US or Europe to start there own distinctive communities there. It'll take about 50 years or so. Ireland, Italy, Mexico, Russia, China and countless others have done so with great success. Catastrophes in these countries make Western countries (at least the US) take notice, since it might affect their uncle Seamus, Giovanni, Pedro, Boris or Hu. Not too many Rwandan-Americans to care about what happens in Kilgali. And have you ever seen the phrase "Zimbabwen-American" before this moment?
Rule V: When all else fails, pretend to be starting a nuclear weapons program. Or attack the US in some way. Hope the US invades, and rebuilds the country
