I actually did mean inhabited. See what I was trying to do is picture him near Mt. Fuji thinking on these things. I looked up the distance from Tokyo to Mt. Fuji and supposed it wasn't that great a distance and could be considered in the same region, but I could be wrong. Meaning Toyko is that place that is super inhabited.

Hm, then the conjunction "but" seems out of place (it implies that while this place is inhabited, it is also something contrary). "And" would probably be a better fit given your description.
