Classic Who Meta: plots that focus on relationships vs. science fiction

We all know the statement erroneously attributed to Stephen King: "Harry Potter is all about confronting fears, finding inner strength and doing what is right in the face of adversity …. Twilight is about how important it is to have a boyfriend."

Do you think this statement could refer to the differences in Classic Doctor Who and Nu Who, and why? How do you feel about plots that focus on relationships rather than ideas, science, and philosophy? Is there a way to --as happened in Harry Potter and most good adventure shows--blend all of these elements? Do you think that the Davies era or the Moffat era does better at blending these?
