Well, if there is one thing your post clears up, it was that when Moffat said there won't be an arc this season...he was lying!

There is something going on here, something that is convoluted and also meta.

And your guesses are good. But I am not sure what is really going on yet.

Moffat never said that there wouldn't be an arc, just that it wouldn't be arc-heavy like S6 and that they were going for standalone episodes rather than two-parters. It remains to be seen if this stuff will actually play into the story or just adds some symbolism. Cheers!
