We can debate the meaning and intent of the Constitution all day long, but this...this doesn't even make sense statistically. It's just insulting.
And to be fair, maybe we should ban NY, CA and a few other states' citizens from driving elsewhere in the country, to reverse the Drivers License argument. I've been to NYC. I lived in LA. I've seen them "drive". They ought not be allowed to operate vehicles elsewhere, in the name of Public Safety.
