Why must the awesomeness of "The Invasion of Time" end so abruptly right before the last two episodes?

Seriously, for those first four episodes, Four was showing Six how it was done, in terms of being a terrifying Doctor.

The end of episode two, with Tom Baker cackling like Doctor Evil, was the stuff of nightmares.

I thought the same thing in my recent binge-watching! Totally a taste of things to come.

The Vardans were so much less scary when they were finally revealed.
