The TARDIS is definitely a she! I mean, the Doctor refers to the TARDIS as "she," right? And she's got some sentience and they've got a psychic connection, so I'm trusting that (a) she has a preferred gender identity and (b) he'd be the one to know it!
People above have talked about what a perfect concept she is, this wonderful combination of the mundane and the magical. Just... delightful.
Adding on to that I'd have to say that she's freedom. The freedom to go anywhere, yes. But not just that. She's the freedom from fear, too. In her embrace, you can be truly safe, to have a home that can never be taken away, to never have to bow down to abuse permanently just to get by, to never go hungry or be lonely. She's... family, hope, beauty, magic.
