Stupid question probably, but it's my first time so... :D Can a lyric from a song be a prompt? Or a quote from a book? Things like that.

Yep! Song lyric, quote, picture, general plot idea, basic theme, anything you like really.

Can we leave a prompt with crossover characters as long as the basic premise behind it is still Doctor/Rose? i.e. Ten2 and Rose are having an initial rough patch and he employs the services of Belle to try and fill the hole (dismally I might add) and she ultimately ends up getting him to sort things out with Rose?

I think this prompt has a huge amount of potential, and this is probably not the direction you had in mind (it's just what I thought of first). I very much encourage others to give it a go.
