Why didn't L tell the task force that he has prepared financially for them?

I don't understand why L doesn't tell the Japanese police that he has prepared financially for them. I think the reason lies deeper than L's unsocialized nature... He's testing Aizawa's determination, yes, but why does it anger Aizawa so much?
