starting with the RWS is always a good idea, since so many decks use it as a starting point, and the symbolism is extremely well thought-out.

I like to draw a card of the day each day, and think about how it fits as you go about your day.

there are a number of intro to tarot books. Mary K Greer, Rachel Pollack, and Cynthia Giles are all good.

as with anything, the best way to learn is by doing. do some readings. you can read for yourself but it's also good to read for others as much as possible. get a notebook and write down your readings and ideas in it. you can also get a beginners' workbook and go through the exercises.

start with simple layouts... you want something you can do without looking at a chart. two or three cards. there is a book about two card layouts which I found helpful.

as you get interested, you can learn more about the aspects you resonate with. there are books on all sorts of specific topics.

also, some decks work for me and some do not. if you are having trouble connecting with a deck, try another. I've given away decks that I didn't find useful for reading or study.
