Historically, they're wild cards who threatened pre-established order. [It comes out sounding like a quote.] ... Back a long time ago, I mean. They were pretty much a symbol of death.

I doubt they're similar, but there are multiple terrorist, rebel or ideologically-driven forces on my world. Some of them are minor, some of them make a habit of destabilizing entire countries to try and achieve their ends. After all, if you have money you can hire any number of very dangerous individuals to work for you.

Of course, he strictly works for the Japanese government. They pay him the most, after all.]
