Poorly written in 10 minutes, but gets to my point.
There are students in highschool and college who DEPEND on financial aid to get into the college of their choice, and in some cases, college, period.
There are people, not just adults, but young adults barely out of highschool, who are taking on 2 jobs at once, just to pay for their college tuition. They work this hard because they are fighting for their independence; they want to get away from home, from financial support from parents, not only to get a taste of the real world, but to begin to make their mark on it. Federal Aid, TAP, and the like that a student receives, no matter how minimal, sometimes means the difference for a young woman, such as myself, to work extra hours on a late night shift. It's not unheard of for a academically brilliant, sweet boy or girl to turn to illegal means for obtaining money, and for what reason? To pay for college textbooks. It becomes scary to me, to hear good people say, "It's crazy, but I actually thought of selling drugs just to pay for my textbooks. Now I understand why they do it." It's very scary.
Whatever you plan on doing with the budget, I certainly hope you don't think that CUNY financial support is something to take away from. That would be a huge mistake, not only on the quality of learning, but to the lives of all CUNY students.
