Even in the humid, muggy summer weather, the military occupation of Cena persists; morale wanes, however, and tension is building. Since the occupation began in April, the number of legitimate arrests have decreased rapidly, and legal activity has slowed to a virtual standstill. The streets are not as empty as they used to be, but the majority of the Red's population has moved into the Underground. The old sewer network has been turned into a market place as well as a makeshift shelter for all those who do not have the means to fight back.
Those who do have these aforementioned means are staging a Cena-version of "civil disobedience". It has turned into a covert streetwar between Cena's rebels, most especially Phantasma Adversor - the infamous Ghost Army - and the Arma Corps. Everything is relatively quiet by day, but the nights are long, and filled with guerilla warfare and gunfire.
To try and deplete the energy of the rebellion there, the government has turned off Cena's water supply. Now, the residents must rely on shipments of bottled water, and so far, these shipments have been very visually unappealing - the water is somewhat murky, and the bottles are often in bad shape. So far, most Cena residents have depended on stores of bottled water that is not so untrustworthy looking, but everyone (most especially the rebels) are agitated over the thought of what will happen if those stores run out. Being completely dependent on the government is the last thing any Cena resident wants to be, now more than ever.
Additionally, since the majority of Curia's military might is focused in Cena, crime (in Celo specifically) has hesitantly begun to climb. Thus far, most of the infractions have been somewhat domestic, and have been overlooked by what officials can spare them time - after all, even perpetrators of large infractions have been getting off much more easily than they usually would, since no one in Curia's capitol wants to give the rebels of Cena any more man power than they already have.
