There isn't any evidence to say they are lying. You're the one who gave me the whole talk about trust, and now you're telling me that?

I'm not saying they are lying, or not that they're not. I'm saying there's no way to really tell... without seeing them, talking to them, ourselves. Because, we have to face the fact, that we haven't seen the Gods. Either of them, neither Cosmos nor Chaos. That they're hiding from us... seemingly... doesn't that make them seem distrustworthy?

[On the contrary, it gave Terra the exact opposite impression. Chaos didn't appear like the others had to him in the worlds, hadn't asked anything of him that he didn't ask the rest of his warriors. He didn't mention his darkness, or want to use him or his Keyblade any more than just another warrior's weapon. In Terra's skewed logic, just because this was different to all the others times, it made it somehow better. Terra knew Chaos' intentions, and knew why he wanted to use him -- to destroy Cosmos. He'd been open enough about that.]

They're gods. Whether they want to appear or not is up to them.

[And, well... He wants to believe Cosmos. That she'll send his friends home.]

That may be true.

But allegiances, companies, comrades... are dependant on seeing their leader once in a while. Or else it all crumbles apart.

Believe what you want, but I don't have to trust them to think they're telling the truth.

[Cosmos' words have given him the first ray of hope he's had for a while, and he's going to cling to it for all he's worth, even if it does turn out to be a false promise to her followers.]
