A tea set is all the equipment one needs to make tea, sans the leaves.

You need a proper tea set to make proper tea.

No.

You have to have to heat the water appropriately then strain the leaves. Then the tea must be poured and, if desired, altered with milk, sugar, or lemon. Or a combination of those.

Tea isn't difficult to make, but it takes time and some care.
