Luke wasn't technically walking alone; the Professor was walking him back from school and they'd noticed the giant block of ice. They'd split up briefly to examine the area, and Luke had come across the giant block of ice that Phantom was now lying next to.
And since Phantom had done so much to help him before, he couldn't just leave him there.
"Mr. Phantom?!! Are you okay?"
It was freezing outside, that was sure, but he figured Phantom was probably colder since he was lying on the ground. It didn't occur to him that a jacket would probably not help Phantom be any warmer because he was a ghost, but that didn't stop Luke from starting to undo the buttons on his coat. It didn't even cross his mind that he was at least half Phantom's size, but he wanted to be helpful regardless.
Dangerous? Sure it was cold, but he didn't really equate cold with dangerous..
"Um..it's just cold...aren't you cold? At least try and warm up a bit. Your fingers could get frostbite and it could break off, I think...and that's not good..."
Luke hands his coat to Phantom, holding it out as far as his arms would allow, since Phantom seemed set on keeping Luke away from him.
Luke drops the coat as it turns to ice, surprised. He was surprised by the sudden coating of ice that appeared. So Phantom was making all this ice? In his mind, Phantom was a strong guy, so not being able to stay in charge of all this ice-making ability--which is what he could guess was happening because even he was smart enough to figure that out--was kind of strange, and therefore only increased his concern about Phantom's overall well-being.
To pacify Phantom, though, he does take a half a step back.
"Did you make all this ice?"
It was probably a stupid question, but he had to ask.
"I th-think so. C-could be a new p-power. But I c-can't control it." Danny is having some trouble communicating through the waves of cold energy he can't focus through.
He would be very happy to give you his coat, Phantom, if it was not currently frozen. He figured Phantom was cold, being on the ground..
This would sound just about as bad out loud as it did in his head, but... "You're very strong, I bet you can control it! Maybe if you weren't so cold it would be easier to concentrate.."
