Is the Spero Hospital full of... things, like the Discedo one was when the game first started?
Or is it just empty and dilapidated?

Sorry this took longer than I meant to get back to you, but you can find your basic monsters in the Spero hospital (whatever's listed as around Spero on the monster list) and in addition you can find these guys.
