A few Noahs might be able to do it, but why would they kill Noahs? And I heard the Black Order can alter memories, but why would they kill their own puppets this way?

Puppets?

Exorcists. Because that's what they are...although it's more that they're puppets of the Innocence than the Black Order. Or maybe it's both.
