IMO he'd always remember because he made Evil Queen promise to help him whenever and he was fascinated with Emma's name and he got Henry (who's connected to Emma) for the Mayor. In my head, he's the sort of villain that's not the traditional kind of evil? Like he wanted the final battle to happen...for some reason. But that's just me, though.
