If you want to study at a German university you usually have to take a language test before you can be admitted (exceptions may apply for degrees taught in English).
In this language test you have to demonstrate that you have enough knowledge of the language to be able to follow the course you've chosen. One language certificate, the DSH (Deutsche Sprachprüfung für den Hochschulzugang), is offered at each university. Others can be done at the Goethe insitute (e.g. Zentrale Oberstufenprüfung or Kleines Deutsches Sprachdiplom).
Depending on what kind of degree you chose (humanities or science, for instance), you have to have a certain grade to be admitted to university. Usually when you want to do science your grade can be lower than when wanting to do humanities.
I haven't found any information in English concerning the language certificates, so maybe it would be best if you went to a Goethe institute to have they advise you.
