Suggestions??

I'm planning on doing an intensive language course this summer in Germany. I've narrowed it down to either Berlin or Munich, and I'm wondering if anyone has any suggestions as to which city I should study in.

Some odd and ends to give a bit more context about this: I'm 22 and a law student who is interested in practicing International Law eventually. I'll be staying with a host family. I want a city with plenty to see and do when I'm not in school.
