I'm not sure if i follow on how you mean with the layers.

I'll help!

You can just go Layer - New Layer, and add text to that one. Then on the right in the layerviewer, just drag it below any layer you want it behind. you can also change the transparency on the layers in that window so you can see the text if you need to.
