Neo-realism- *structual anarchy of the state system, effect on state behaviour? Neo-realists focus on the state (they set policy, control defence etc.) State is still understood as rational, unitary and self-interested. Particularly they are interested in national defence, and relative gains. Power is a zero-sum game to realists, but neo-realists see that anarchy makes this difficult to achieve. There are offensive neo-realistis (who want to build up national defence) and defensive neo-realists. Ex. Bush doctrine, belief that fighting terrorists in the state will end terror and uphold US security.

Neo-liberalism- respect neo-realists points. A very economic viewpoint (ability to foster trade/build democracy). They say an *International system is anarchy. But that it is easily fixed by building effective int'l institutions. Belief an institutional body will work out our differences. Non-state actors hold importance. States still have rational qualities and seek absolute gains. (WTO) States will act even though they may not gain personally themselves. Some states CHEAT! Interdependence governs this (states seak to be interdepdant rather than dominate each other)Neo-liberal view of interdependance, 2001, 2002, "the dangerous ideas of the early 20th century, bad isms, left to cruelities and casualities, wars crushing to economic decline, so now we have an opportunity to include most of the western hemisphere in one giant free trade agreement.. it is up to us to uphold idea of liberty... recapture original liberal vision" thus, interdependance is an economic thing, power is based on position economically in the international system (trade!!!) IT is also ?democratic? and to realists, ultimately this idea is to keep the US in power, while neo liberals believe they are helping the rest of the world.

To some degree they study different political worlds.
Neo-liberalism- "low politics" Environment... day to day issues. Political regulations on the economy... development, human rights
Neo-realism- "high politics" believes these issues are all secondary to issues such as National Security and Defence.
