It was very simple, very clear. All he needed to do was get out of the ropes. Get out of the ropes and he could get Rachel and get the hell out of the building before the Joker's nefarious plan could be set in motion.
If he tipped the chair back just so, he could maybe get an arm free... But all of his plans went awry as he leaned back too far, causing the chair to overbalance and send him, along with one of the oil barrels, crashing to the floor.
He landed on his left side and groaned, trying again to get free. The pool of oil was slowly spreading, and in a few more moments it would reach his face...
Harvey blinked and suddenly, there was carpet beneath him. "What the hell just happened?"
